I think the building you are referring to is the Corn Exchange. The guildhall is in the distance in this photo. Here is a picture of the top of the guildhall:

Looks a damn sight better than Romford High Street!
I haven’t been to Romford so I can’t comment on that
Looks quite elegant.
It was full of interesting historical buildings.
I haven’t been to Romford either.
Perhaps it is time we rectified that.
